How to clear the IT backlog of business applications

Why the backlog keeps growing

Business teams ask for many small applications: a vendor onboarding form, a leave approval, a field visit report, a credit memo. Each one is simple to describe but slow to hand-code, because every screen, rule, approval route and report has to be written, tested and released.
